Supervises the activities of the Academy in the organization of postgraduate, doctoral, and dissertation councils. Supervises the work of the Postgraduate and Doctoral Studies Department. In 1979, he graduated with honors from the Moscow Hydromelioration Institute with a degree in Engineering and Economics. In 1987, he defended his thesis for the degree of Candidate of Technical Sciences. From September 1993, after the defense of his PhD thesis in Economics, he worked at the Russian Academy of Public Administration under the President of the Russian Federation (RAPA) as an Assistant Professor, Professor, Deputy Head of the Department of State Regulation of Market Economy, Head of the Department of Project Management. From November 2004 he held the position of the Vice-Rector for International Relations of the Russian Presidential Academy of Civil Service and Administration, in September 2010 he was appointed Acting Rector of the Russian Presidential Academy of Civil Service for the period of reorganization of the university by the decree of the Prime Minister of the Russian Federation Vladimir Putin. After reorganization was completed, in February 2012 he worked as the Rector of the Moscow City University of Management of the Moscow City Government. He has published more than 120 scientific papers on the development and implementation of government investment policy, evaluation of the effectiveness of investment projects and government programs, economics of natural resources management. Has more than 25 years of experience in lecturing and teaching economic classes, as well as managing scientific research commissioned by government and corporate bodies, and in managing international educational and research programs. Trained more than 30 doctors and candidates of economic sciences. Passed an internship in Germany, Belgium, England and the USA. As an expert, took part in several state expert reviews of federal target programs and projects financed by the European Commission. Managed the organization of foreign internships for civil servants of federal ministries and the Moscow City Government from 2007 to 2013.
