At Gaidar Forum, Elena Shmeleva, head of Sirius, Suggests Best Teachers Be Given More Leverage within Organizations

Elena Shmeleva, head of the Sirius educational center and head of the Talent and Success Foundation made the statement about the need to enhance teachers’ authority and capabilities in her conversation with Svetlana Merkushina, Director of the Department for Audit of Education, Science and Innovation at the Russian Audit Chamber, during a discussion at the Gaidar Forum at the Russian Academy of National Economy and Public Administration.  

Forced transition to the distance learning format in the spring of 2020 has highlighted a number of problems in the Russian education system. Most of them tended to be directly or indirectly related to the lack of subjectivity in existing models of learning.

According to Elena Shmeleva, a lot has changed for the student this year. It is important to understand what organizational and administrative models work to ensure that today's student can get the most out of their perspective on technology, apply this perspective to themselves, and gain unique opportunities for future specialization.

From the speaker's point of view, the most important task of an educator is "to be passionate about the subject himself, to see how this interest manifests itself in the child depending on the age and the tools they both use".

Focusing on the topic of cooperation between teachers and children, the expert noted the experience of Moscow in terms of attracting best teachers to reveal the abilities of teenagers with different educational preferences and needs. 

"If we look at the latest results of the international PISA monitoring study, we see Moscow in third place among the cities of the world. Probably, it has to do with the fact that schools combine basic and additional education, and in this regard, a child can be confident that the profile he/she chooses will be supported whenever this interest is shown," she said.

According to Elena Shmeleva, it is necessary "to give more and more expert and organizational leverage to the strongest educators. And, of course, support should be provided to those schools where these teachers work, so that they, on the one hand, get more funding. And on the other hand, it is necessary to create such a methodological environment, where young teachers could be trained and invited for internships". 

Touching upon the topic of individualization of programs, she said that in the educational center "Sirius" experts plan and adjust programs to the pace of schoolchildren with the day-to-day synchronization. "As it is mastered by the child each day, tomorrow's program changes slightly... I think this is just the immediate challenge, and by learning to work this way, we will see early specialization," she said. Elena Shmeleva added that "it is the interest that allows a teenager to acquire more knowledge per unit of time, and to do so in an optimal form". 

The Gaidar Forum “Russia and the World After the Pandemic” will be held on January 14 and 15 at the Presidential Academy. The Forum will traditionally open the annual business agenda of Russia. In 2021, this large-scale event will be held in a hybrid format, both online and offline.

This time, the main discussion track will be social and economic transformations that have occurred in the country and the world as a result of the COVID-19 pandemic. The expert discussions will be focused on the national and global development goals and the search for practical solutions to the most urgent challenges of today. The Forum’s participants include ministers from the Russian Government, members of the Federal Assembly, governors of the Russian regions, largest world experts, representatives of foreign states.
