Discussions at Gaidar Forum: What's in Store for Russia's Tax System

Russia's modern tax system is one of the most efficient domestic institutions, and the Federal Tax Service (FTS) is rightfully considered one of the best in the world. At the session "The Future of the Tax System" held at the Russian Presidential Academy of National Economy and Public Administration during Gaidar Forum, Head of the Russian Federal Tax Service (FTS) Daniil Egorov and Deputy Minister of Finance Alexei Sazanov discussed the main trends in the development of the sector and the need for further reform.

The Federal Tax Service has become the flagship of domestic digitalization, and interaction with it is clear and convenient for taxpayers. At the same time, as the session moderator, Chairman of the State Duma Committee on Budget and Taxes Andrey Makarov noted, the work of the tax system requires coordinated interaction between the three elements, that is legislation, tax authorities and taxpayers.

"The government has two main lines of proposed reforms. On the one hand, we are talking about changes in the fiscal burden. On the other hand, we should simplify tax administration. This can be organized through the use of digital data," said Alexei Sazanov, Deputy Minister of Finance of the Russian Federation.

The service function of the tax service may have an impact on the volume of tax payments, says Daniil Egorov, head of the Federal Tax Service: "Potentially, through digitalisation, we can ensure efficient tax collection with our services, while reducing the cost of the process," he said.

According to Mr Egorov, one of the strategic objectives of the service is to build communications with taxpayers. The feedback system helps to find new solutions in the taxation system. Also, in theory, the Federal Tax Service could in the future create a model of online tax administration and take over the function of calculating taxes.

The Gaidar Forum “Russia and the World After the Pandemic” will be held on January 14 and 15 at the Presidential Academy. The Forum will traditionally open the annual business agenda of Russia. In 2021, this large-scale event will be held in a hybrid format, both online and offline.

This time, the main discussion track will be social and economic transformations that have occurred in the country and the world as a result of the COVID-19 pandemic. The expert discussions will be focused on the national and global development goals and the search for practical solutions to the most urgent challenges of today.
