On the first day of Gaidar Forum 2021, participants in the event talked about the need to preserve and build up human capital for Russia's economic development. Renaud Seligmann, the World Bank’s Country Director for the Russian Federation, Europe and Central Asia, spoke on the topic: "Human Capital as a Key Factor in Russia's Sustainable Development".
It is estimated that human capital in Russia accounts for 46% of the total economy. In 2018, the World Bank created the Human Capital Index (HCI) analysis and development project. The index reflects the productivity of the next generation, provided they are fully educated and in excellent health. A child born in Russia in 2020 will show, as an adult, on average 56% of the maximum productivity he or she could achieve. "Between 2010 and 2020, the value of the HCI for Russia rose from 0.60 to 0.68, making it one of the leading countries in terms of positive dynamics," said Renaud Seligmann.
Last year, an expanded HCI+ index was adopted for some European and Central Asian countries, where educational poverty and a composite higher education score (duration of time spent at a higher education institution adjusted for quality of the education) were introduced as additional indicators. Russia has the best indicator among such European and Central Asian nations, which is due to the high number of adults aged 30-34 with higher education.
According to Renaud Seligmann, "preserving the accumulated human capital, protecting and building it up can be a priority for Russia in the long term". Russia is already a world leader in terms of fundamental knowledge and development of quality education, so it should share its best practices with other countries.
The Gaidar Forum “Russia and the World After the Pandemic” will be held on January 14 and 15 at the Presidential Academy. The Forum will traditionally open the annual business agenda of Russia. In 2021, this large-scale event will be held in a hybrid format, both online and offline.
This time, the main discussion track will be social and economic transformations that have occurred in the country and the world as a result of the COVID-19 pandemic. The expert discussions will be focused on the national and global development goals and the search for practical solutions to the most urgent challenges of today. The Forum’s participants include ministers from the Russian Government, members of the Federal Assembly, governors of the Russian regions, largest world experts, representatives of foreign states.
